Travel instructions to and from abroad

The flow of travellers between France and foreign countries has been reopened sincec June 9, 2021 according to procedures that vary according to the health situation of each country and the vaccination of travellers. A classification of countries has been defined on the basis of health indicators. The lists of countries are likely to be adapted according to the evolution of the epidemic situation.

Country categories from June 24, 2021 with an update from July 30, 2021

"Green" countries: without active circulation of the virus and variants of concern

  • Countries in the European space: European Union as well as Andorra, the Holy See, Iceland, Liechtenstein, Monaco, Norway, San Marino and Switzerland.
  • Albania, Australia, Bahrein, Bosnia, Brunei, Canada, Hong-Kong, Israel, Japan, Jordan, Kosovo, Lebanon, Montenegro, New Zealand, North Macedonia, Saudi Arabia, Serbia, Singapore, South Korea, Taiwan, Ukraine, the United States, Union of Comoros and Vanuatu. 

"Orange" countries: active circulation of the virus but in controlled proportions, without the spread of variants of concern. 

  • All countries except "green" and "red" countries. 

"Red" countries : active circulation of the virus and viarants of concern

  • Afghanistan, Algeria, Argentina, Bangladesh, Brazil, Colombia, Costa Rica, Cuba, Democratic Republic of Congo, Indonesia, Maldives, Morocco, Mozambique, Namibia, Nepal, Oman, Pakistan, Russia, Seychelles, South Africa, Surinam and Tunisia. 

Adaptation of the authorisation procedures for mobility and international missions at ENS Paris-Saclay 

  1. Each mobility project (students, PhD students, academic and administrative staff) from abroad (ri-incoming [at] and to foreign countries (ri-outgoing [at] have to be transmitted to the International Relations Office (SRI) which instructs it on a case-by-case basis. 
  2. Requests for international mobility have to be submitted to the opinion of the Defence Security Officer (FSD). Without a favourable decision notified by the SRI, mobility will not be allowed. 

Conditions of access (subject to the rules of the country of destination)

  • "Green" countries: international mobility is authorized
  • "Orange" countries: permitted mobility, without compelling reason for vaccinated persons. For unvaccinated people, participation in an university exchange programme is considered a compelling reason. 
  • "Red" countries: Vaccinated travellers are not subject to the compelling reasons system to be admitted in France. For unvaccinated people, travellers are subject to the compelling reasons system. Your admission at ENS Paris-Saclay can be use as a compelling reason to enter French territory. 

Proof of vaccination

Proof of vaccination is valid only on condition that it proves that a complete vaccination plan has been carried out, namely:

  • 2 weeks after the second injection for double-injection vaccines (Pfizer, Moderna, AstraZeneca);
  • 4 weeks after the injection for one-injection vaccines (Johnson & Johnson); 
  • 2 weeks after the injection for people who previously contracted the Covid-19 (only 1 injection necessary).
